Phase 2, Page 1:

Remove the protective covering and securing ropes from the AquaDam® with a utility knife. Place the AquaDam® so that it will unroll in the right direction. Pull the open end up the bank higher than the anticipated inflated height of the AquaDam®. The structural integrity of the AquaDam® starts at the black outer tube, not the clear plastic fill tubes.   
Two pumps have been set up, and the discharge hoses are inserted far enough into the fill tubes that they are inside the black outer tube as well. Workers hold back the inflating AquaDam® so that the stream current will not move the AquaDam®. This is not an issue here because the upstream dam is already in place, blocking the stream flow.  
Notice that a pressure head of water is constantly maintained inside the AquaDam®. Workers take one step back at a time, stop, and then wait for the water head to build back up. Step back, wait... step back, wait... This process is repeated until the dam is fully unrolled.
